Mainly I'm looking for a program that will allow me to use videos I've got and set them as a looping desktop background.

This is a feature of WinDVD platinum. It is the only software to date that I've seen for windows that will allow this.

I don't know if that is possible but you can have picture slideshows as background. Look at the options for Desktop.
