i should have a license copy of windows for each computer in the cafe which will cost a lot , can i get around it by another operating system

Yes, no one says Internet Cafe has to fill with Microsoft Windows.

Sure you can, and some do already. My suggestion if you aren't already familiar with Linux, is find a local user's group. You can probably get lots of tips and help.
