I agree with some of the above answers. Malmsteen is faster but Vai has more emotion. Speed isn't everything. Its what you say, not how fast you say it.
A recommendation for you the asker or any Vai fans reading this. Rent the movie Crossroads (not the Britney Spears one) with Ralph Machio. Its based on the legend of bluesman Robert Johnson and the song Crossroads. But at the end is an amazing guitar dual between the devil (Vai) and Ralph Machio (Ry Cooder). Their playing for the soul. The soloing is amazing. This is Vai at his best. You got to check it out. The movie is probably from about 18 years ago.

Yngwie Malmsteen is definitely faster, but I thing Steve Vai plays the better music. Malmsteen obsession with speed makes most of his songs like 'noise'.

I think Yngwie is faster. I will have to check with my brother who is a guitar teacher... He thinks Yngwie Malmsteen is God mind you! But I do think I'm correct in saying Yngwie style is "faster" than Steve Vai.
