the other dude is wrong
what he wrote was slope-intercept form
point slope form is y – y1 = m(x – x1)
so plug the points into the equation
the answer is y-3=5(x+1)
this site will help

y=5x+B
now plug in the values you know since y is -1 put it in and for x put in 3 so the equation becomes 3=-5+B solve for B, add 8 to each side so B=8 so the equation is y=5x+8, basically to write a point slope equation the true equation is y=mx+b so when solving plug in your values if the don't give the slope first find the slope.

you got to know the equation

y-y1 = m ( x-x1 )

y is the y of the equation
y1 is the y of the point given
x1 is the x of the point given
m is the slop

y - 3 = 5 ( x- -1)
y - 3 = 5( x+1)
y - 3 = 5x+5
y = 5x+8

y=5x+b

3=-5+b

b=8

y=5x+8

Point slope is expressed:
y - y 1 = m(x - x 1 )

in your case that's y-3=5(x+1)
which gives you y=5x+8
