There are tuxedo rental places that have what you need. You do not have to wear a gown at 'black tie'. Just wear a beautiful dress with strap shoes, or if you like, you can wear a black tailored suit with black boots. Of course, you don't have to dress in black. You can even wear white, which may be a lot cooler than black, but 70 degree weather is not all that bad, but 80...yes. Your husband does have to wear black. Have lots of fun.
Remember: Even if it's a cowboy affair, black tie etiquette is just that...black tie. You can look it up on the internet and they will tell you exactly what is proper.

Make sure yer horsie's wearin' a tux, complete with bow tie (black), cummerbund around it's waist (if you can find one, but do horses have waists?) and shiny black shoes! A really good farrier can probably do it. (Gloves might get a little dusty!)

No, don't wear a gown but a dress.....dress how you would for church...well, at least thats what they do around my parts (Kentucky)
