It sounds like teething, sometimes it takes forever for that first tooth to come out.

From early as 2 to 3 months......... Usually starts from 5 to 6 months, but the age at which this occurs may wary widely.
Some children are born with teeth and some may not get any until after their first Birthday.

Teething ring to chew on ( Some rings can be cool in fridge )
Crusts or Rusks to chew on
Cold things to suck which are clean & firm
Sucking is soothing so offer extra fluids

My Baby is also 4 months old and doing the same thing. The doctor said that each baby is different and develops in their owe time, and that drooling and chewing is a very good sign that your baby has started teething. I also know of another child who is 13 months old and has not started yet. Don't worry your baby will start in their own time, no two babies are the same. my daughter started all the drooling when she was 2 months old and she is 5 months old and has 2 teeth so yeah id say that shes is going to have some teeth here in a while ..

Your baby can start teething as early as 2-3 months and take a while to actually see a tooth. People say babies could run low-grade fever with teething. If baby starts to have temp that you are worried with take her to the doctor to rule out ear infection. Sometimes babies will chew and suck if they have ear infection because the this exercises the jaw joint adjacent to ear. But usually your baby will be very fussy and have higher temp.

Babies are different. My sister in law was born with a tooth, my daughter got her first tooth at 9 months and my other friend's son got one a 4 months. Yes it sounds like your baby is teething but it could still be a while until they pop up.

my baby started drooling and trying to make his gums feel better at 3 months but he didnt actually have the teeth out untill 8 months so it's at whatever pace your baby is going.

She's definitely teething. Give her one of those teething rings you can freeze. Chewing on something cold can soothe them. My daughter had 4 teeth coming in at 4 months old. Teething can begin at any time.

A baby starts teething as early as 6 months.
however, at your baby's age, thats a 'starting proccess'.
Because the gums needs to be 'toughen / strengthen' first before teething.
Its normal for a baby at that age to drool and chew on practically anything, You can however glide your fingers (make sure its clean) against her gums to monitor progress, I did that and it was fun. Kind of just putting and rubbing your finger against baby's gum and when you feel that first tiny rough spot emerging . . . kind of makes you happy.

Very possibly. Teething can start from any age. Rub your finger around the gum, and see if you can feel any hardness or sharpness. Might be time to stock up on teething gel and baby paracetamol.
