OK, I think you need my advise. I'm not sure you are aware of a few things to know, but I will go over it anyway. Several things control your action, and the one most important thing is the Gage of the string. I always use the same Gage of strings, and even the same brand. This way I'm sure I get consistent size of strings. You may know that by lowering the action. you loose some tone quality. Install a new set of strings with your first string no smaller than a .011". Take the guitar to someone who does this on a regular basis, and you can trust not to mess up the neck. The cost of doing this is usually from $75-$125 depending on where you live, but it is well worth the effort and money to have a guitar that is easy to play. Even when you purchase a new guitar it needs the action tuned in, in order for it to play good. I have played many years, and own several guitars, but I bought a book called "The Guitar Handbook" by Ralph Denyer, and learned how to do many things myself. This is one great book, and has a wealth of information, chords, notes, and all kinds of neet stuff. It is the best book I have ever ran across in my 30 years of playing.
