I started drumming when I was 10 and I played piano from the age of 3. Drumming was very easy to pickup because I was already at a high level in piano. I love drumming and I love performing live. But that said, guitar is by far the better choice.
The fundamentals that you pick up playing the guitar can translate to any other instrument, including the drums. Not the other way around.
There are other factors involved as well:
- Price (quality drums are NOT cheap and the money you save by purchasing a guitar can get him lots and lots of lessons);
- Mobility (drums are a huge pain to move around, which means practice will be held at his house...);
- Practice (Drums are WAY louder and very repititious),
- Medical (I have permanent hearing loss in my inner ears due to drumming. None of the guitarists I know have the same issue).
And by the way, I know a lot of people who aren't good at certain sports. You should broaden his horizons in sports to see if there's something he likes outside the mainstream. Try more binary sports like tennis or volleyball.

I am a veteran professional guitarist. I prefer acoustic, and my early memories of my first lessons are still with me. Trust me, don't go for drums unless everyone in the house is deaf, or you have a sound proof room.
Also with the guitar, you can tell you are making progress from the very first lesson! Important for the impatient. The guitar can be a life long friend, and as an added bonus, it is highly portable!! The only caveat might be if your child has poor eye/hand co-ordination, but this will become apparent from the first three or four lessons. 7 years old might be too soon though....unless he is unusually gifted. 12 or 13 would be better. You don't want him to get frustrated right off....it will sour him on trying to seriously learn ANY instrument if pushed too fast.

Difinately guitar. Basic Drums aren't that hard but to really play can be complicated. If you know basic guitar, then you can play almost any song with it. Plus, as pointed out, Drums are very loud. No one has to put up with that. Also pointed out, the guitar is portable, so he can practice more often.

Guitar is the easiest...I have been playing for 15 years and I taught myself to play. Get a cheaper electric and a small amp w/headphones. Lessons are cheap and there are millions of songs on the internet to learn.

I would recommend the guitar because it's a lot quieter and he can take it with him. I'm not sure which is easier to learn, but I'm sure as long as he's into it and practices, he'll be good at either one eventually. You could even ask him which one he would prefer to play.

Always start out with piano! It helps with the later instruments. Of the choices you gave, guitar would be best!
