Simple answer = NO they don't. No state does.

I mean come on... we are paying enough taxes already as it is. How many judges does it take to examine issues... go to one court.. then the next.. then what.

Quite a few states have two levels of appeal. And Mass splits its trial courts into multiple different types, so the appeals courts are also split.

In the end, the total number of judges is proportionate to the number of cases, like most other states. It's just organized a little differently.
