MAYOR RAY NAGIN: We as black people, it’s time, it’s time for us to come together. It’s time for us to rebuild a New Orleans, the one that should be a chocolate New Orleans and I don’t care what people are saying uptown or wherever they are, this city will be chocolate at the end of the day.

"Surely he doesn't approve of us being in Iraq under false pretenses. But surely he is upset at black America also. We're not taking care of ourselves."

Oh, he meant chocolate milk. With black and white mixed together. It doesn't really fit his earlier comments, nice spin though. My real question is, how the hell did he get re-elected?

Well if you look at most major cities, the inner cities are majority black (and in some cases Hispanic) and the suburbs are white. Just go to www.census.gov and do a search on "city demographics" or browse the state and city statistics on that same site and look at the demographic breakdowns, then the suburbs of those same cities. And in most of the major cities, the local governments are blacks That said when we think of some cities, even though the mayor might be a black, we still think of them as white cities (Philly fits into this category) but others are thought of as black cities (such as Atlanta). I personally think this perception is based on how well the city government operates, if it is successful and has a black mayor and city council, well it's a black city. If I were a successful black politician in a city like Atlanta, I doubt I would need to say anything about this. But if I were a black politician who had just really screwed things up, I think I would do what Nagin did, essentially saying, vote for me or the whites will take over, we need to keep this a chocolate city. So the answer to you question is NO, not while Nagin is mayor. He has demonstrated that he was not in control or truely understands local sovereignty (with respect to the Federal Government), he was the official in charge during Katrina, by virtue of the U.S. Constitution and The National Response Plan. New Orleans may be a "chocolate city" again, but they will first have to elect competent city government.

Oh and I don't think being black or white makes a difference as to being competent to run a city. What it takes is the ability to understand and respond to the people that live there. So you would expect that the city government might be of the same ethnic group as the people in the city, since people tend to understand the needs of the people they are closest too. What is sad is that people play the race card to keep themselves in office, rather than work hard to help the people they work for.

Probably will with Our $$ rebuilding it. I know one thing,they can have it and their ignorant mayor, I'm sorry I ever donated to the Katrina fund. Those people down there put him back in office so let Nagin take care of them!

No he meant he wanted it to be all Black, which is fine with me. The same thing will happen again once they rebuild. I don't care I don't go there. I don't want to for sure now.
