Maya bought 2 unusual sandglasses. one measures a 9 minute interval, and the other measures a 13 minute interval. A certain love potion needs to boil for exactly 30 minutes. Is it possible to measure such a time interval with these sandglasses under the additional stipulation that you turn over the glass(es) for the first time as the potion starts to boil?

yes,
let the 9 run, that's 9 minutes with 4 in the other,
flip the 9 and when the 13 runs out, lay the 9 on it's side
it can now measure 4 minutes or 5 minutes
and flip the 13 and let it run out, that's 26 minutes
run the 4 minutes left in the 9 and you're there.
