Is the 'Mayor of Simpleton' one of the most under rated records ever made?

XTC was a very good band. Making Plans for Nigel was my favorite song of theirs.
However, frankly, I think they were just a tad bit overrated. Thats my opinion, I admit I could be wrong.
The leader of the band, I can't remember his name, has a bad social phobia problem. That grounded the band and kept them from doing a lot of touring, probably also hurt their music as well.
