when it gets too cold your muscles tense up, and when it gets really cold your thinking isnt as sharp, and neither are your reflexes, and your speech gets slured because your blood goes to the vital organs (heart, ect.) and you need blood for your brain to work. this also causes frost bite, and hypothermia.

They know that athletes do better in cooler temperatures then warmer ones. I can't answer to mental performance.
