If I could only spend it once, I would give it all back to the world, in even ammounts, so that everyone everywhere is equal... it would just make things easier, and technically I would be buying my happiness and a lot more serenity in this world.

I would buy the Federal Reserve so I could print up all the money I want whenever I want and give it to my friends and cohorts and because we'd always have more money than anyone else, we could buy anything they own and it'd be like spending nickles when we were millionaires and when they wanted to buy a bar of soap they'd have to give all their money back to us and we could rule the world with an iron fist!!!!!

Well....I'm guessing that you really meant to say I'd have all the money I'd want - not all the money in the world. Otherwise, there would be a horrible poverty situation going that would crumble the foundation of the earth.
Anyway.....I'd buy a beautiful home for each of my adult children and one each for my grandchildren as rental property.

Caring for the children. Meaning, providing excellent day care, healthy homes for those kids that need it, etc. If kids are brought up in a safe, loving and healthy environment, then I believe the rest of the problems of the world would end up solving themselves.
