To start you should multiply every thing in the paranthasis by 1/2. You would then get 4U+5V -1/3. And that is all you can do to simplify. Unless...if you wanted to express the whole thing as a fraction you would multiply the 4U +5V by 3 on the top and the bottom to get a common denominator. This would give you (12U+15V)/3 -1/3. And this equals [12U+15V-1]/3.

first disribute the 1/2
8u/2+10v/2-1/3
=4u+5v-1/3

you could also get rid of the fraction my multiplying the expression by 3
=12u+15v-1
