Osama is just a responsible for the actions of everyone in his organization as Bush is responsible for the actions of everyone in the US military. Either both are responsible as leaders, or neither are.

If we're winning the war on terrorism, why do we keep going up to orange alert? The Bush administration's habit of systematically distorting intelligence reports for selfish political reasons does not make us safer. Let's face it: Osama bin Laden, holed up in his cave somewhere, must be laughing at us. He's calling the shots, and he really doesn't have to lift a finger. Why? George Bush is doing his bidding. His administration has suspended many civil liberties and deftly defied the U.S. Constitution. Junked the Geneva Convention. Tortured prisoners. Oversaw criminal acts at Abu Ghraib. Ignored due process at Guantanamo. Engaged in domestic spying without court supervision. Flushed billions down the toilet in Iraq. Weakened our military readiness. Set much of the world against us. The Middle East is now ablaze in terrorism. At home, we live constantly in "elevated fear" levels (whether color coded or not). Our internal politics have become poisonously divided, not united. Osama bin Laden is playing George Bush like a cheap fiddle. Mostly, he has let the terrorists fundamentally alter our freedoms…since he dwells upon and exploits the very fears that the terrorists want to insinuate.
So regarless whether he is a symbol, dead or alive doesn't matter at this point since out leaders have whole heartedly baught into his agenda!

OBL was first trained by the CIA. Does that mean the CIA is responsible for OBL? Is the CIA a symbol of imperialism in the west?
Are the actions of the CIA responsible for the terrorist acts against America?
Does Iran's hatred of the West go back to when Kermit Roosevelt, grandson of Teddy Roosevelt staged the coup in Iran in 1953? Why then is Kermit not the symbol of Iran's hatred of America?
As usual, the truth and the reason has been lost in a web of deception.
We're still not asking the right questions.

Osama is responsible for the ones he trained and is encouraging, but all Muslims are not responsible for his crimes & need not apoligizes to the world. Bush is responsible for the things he has done and continues to do, but all American citizens are not, and need not apologizes for things we can do nothing about. I am tired of people trying to make all Americans murders & all Muslims terrorist, what planet are you people from, your opinion will not influence either of these men. I have read some of the Quran & the whole Bible neither of these books promote killing off the whole planet & promote love, peace,& happieness. Yes, I am scared of what is coming, and yes good Muslims are scared. We will all see much more of this, I am sure. Peace be to your families.

Both; he is responsible for the attacks and he also symbolizes modern terrorism. Clinton was offered bin Laden's head on a silver platter by Sudan but didn't bother. Bush did go after him but also went to Iraq as well as Afghanistan.

YES!!! Osama bin Ladin is absolutely responsible for
all of the terrorists that he trained and he is not a symbol. PRESIDENT BUSH is working on trying to get him.
