There is a setting in the BIOS to always have the Num Lock on when you boot up (turn on) the computer.
Getting to the BIOS is different for each computer.

If its a new Dell, depressing Number Lock doesn't work even if the Number Lock light is on. You have to change a BIOS setting. Call Dell support.

Have you tried hitting the number lock key on the keyboard??
