Remedial education is a general term referring to coursework that will bring a student up to the required minimum level of achievement for a particular course of study. "Remedial" has the same root as "remedy" or cure, so the concept is that remedial coursework is the cure for students who lag behind the level they should be at. This could take place at any educational level, from kindergarten on. Often college freshman need some remedial courses before they can benefit from the more demanding courses at the college level.
The reason that we should do remedial education is to give the opportunity for advancement to students who need it. It gives people a chance to catch up so they can build on their knowledge and advance themselves.
