You will need a DVD Burner
You will need DVD -R ( Blank Ones)
and you will need the Application that will tell the burner what and where to burn, they come with the DVD Burners when you buy them. Good Luck

Short answer: you can't. Current burnable DVD's hold about 4.8 gigs of information, while cdr's only hold about 800 megs.

Now, if you mean you want to burn video dvd's to cdr, there are many programs out there that will both rip the dvd and re-encode the video data in such a way as to fit on a cdr, but be aware that the quality almost HAS to be dramatically lower than the original dvd, and of course special features and alternate soundtracks won't be able to fit.

I'm not going to link to software like that, but a simple search using keywords such as "dvd ripping burning" should yield you useful results.
