Check out the website for the county's assessor-treasurer. It is a matter of public record, so it should be pretty easy to find.

You can go to your county records office and get that info. In San Mateo County, California, the Planning Department has a Permit online service where you type in the address and it gives you the status of the property.
go to
http://www.co.sanmateo.ca.us/tm_bin/tmw_cmd.pl?tmw_cmd=HitList&tmw_query=Parcel
and type 115 NEWTON DR
It will give you the owner's name
