I first assess them to see if any of the above would apply.
Some I ignore, some I have had to call the police against, some don't have kids, and some have had kids that would make al qaida run in terror. If I like them I might bring them goodies or get to know them. But I would NEVER seduce the husband - dirty pool! Never done it, never will. Nor will I let him seduce me, even though the wife/fiancee/girlfriend might believe he is. And I'm not a lesbian, so.....
What a complicated, weird question.

Actually, when a new neighbor moves in by me? I don't do any of the things you have listed. I usually just sort of watch them for a few weeks and see if they indeed have children then, maybe just say hello to them (the parents or adults), then I might say hi to the kids if there are any.
I don't do anything to bring them to attention that I am wanting something from them or visa versa.
I just be a neighbor, as they are too me.

A. Unless there is a hot female over 21! Then I might go over and say hello. I know she can go to the casino's then! And the bars! And if they have kids, I'll flee them like the plague before I get a baseball throgh my window! LOL! Just kidding. I'm more worried about my T.V! LOL!

I don't know what the proper answer is.. I guess if they seemed okay I would introduce myself. But the people who moved in next door to us were up till the wee hours of the morning hammering and disturbing our sleep. So we chose to ignore them. If they were nicer I may have brought them a welcoming gift. But keep me up all night and you're on my sh** list right out of the gate.

I usually bake them cookies and welcome them into the neighborhood. I then tell them we usually keep to ourselves but that they should feel free to come over or call if they need something. I don't want them to think we are anti-social but I don't need company every minute of the day either.

ignore them just like the rest of the neighbors i learnd the hard way it is best to stay to yourself and have only a few people you hang with and only 2 best friends that i can trust with aything.

Introduce yourself when you see them out in front of their house.
See if you click. Maybe see if all the kids get along well outside under supervision first.
