Hands down the best toy for an infant is one of those activity mats. You know the ones - you put it on the floor, made of fabric, the bottom part is colorful and has different textures and things to play with and there are usually things that hang down so that if the baby is laying on her back, she can look up and reach for the dangling toys. It's a must have.

Depends on the age. My daughter was slow to become interested in toys (not until about 5 months), but here are a few of her favourites (read: she plays with them for more than 2 seconds):

Linky loops (you can get them at the dollar store and she loves to chew on them and bang them on the table)

Jolly jumper (she'll stay in there bouncing around for 1/2 hour sometimes)

any kind of exersaucer

Really, anything brightly coloured that crinkles, squeaks, plays music, etc.

depends on the age-until the child can roll my son loved his blanket with toys attached above from Fisher Price. Now that he moves so much he is all about his "Jumparoo" from Fisher Price and is "Exersaucer" from Evanflo. I still give him floor time though to develop his sitting/crawling muscles. I hope this helps-good luck. Oh-a bouncer seat was a good way for him to get out energy when he was smaller too!

The blanket with toys hanging above it occupies my 3 month old like NOTHING else! It's awesome. I never would have thought it was a useful toy, but someone gave us one secondhand, and my daughter absolutely loves it.

I think a walker is great, and if the baby is too young for that...they make a chair with a seat that bounces. Some are on a disc, and some just don't have wheels so they don't actually move anywhere, and there are toys on it for them to play with, but it occupies them and lets them strengthen their legs too.

Anything from Leap Frog. They have many educational toys for children of all ages.

Our son loves board books. He insists on looking at every page once or twice before discarding them, only to pick them up again seconds later to repeat the process. I think they keep his mind busy as well as his hands. Hopefully he'll continue the trend when he's old enought to read.

A playmat is great! When they can hold there head up more an exersaucer is fantastic and a doorway jumper. Those were what I used for my daughter until she recently outgrew them and I can't say enough about them.

Kick N Play bouncy seat. Many kids love them, and a great place to park the wee one when you need both hands fee.

THE BLANKET W/TOYS IS GOOD AND ANYTHING THEY CAN KICK TO MAKE NOISE IS GREAT. MY SON HAS ALWAYS LIKED HIS FISHER PRICE AQUARIUM THAT HANGS ON THE SIDE OF HIS CRIB. EVEN MORE IN THE LAST FEW WEEKS HE CAN NOW TURN IT ON BY HIMSELF.
OH MY DAUGHTER JUST LOVED HER SWING THAT WAS THE BEST TO HER.
