With identity theft and all that other stuff now it is going to be very hard to find this individual, especially after this long. You might try contacting the VA they might be able to help you. I do not know why you are looking for him after all this time but if it has to do with obtaining Social Security benefits or other governmental benefits based upon this marriage contact Social Security for help.

Wouldn't the military be able to help you or the IRS? If he's your husband they have to give you that information.
