i know this is a really stupid question but me and my friend are fighting over it.

No.. it is a city

In the United States, an incorporated city is a legally defined government entity, with powers delegated by the state and county and created and approved by the voters of the city. It can provide local government services to its citizens.
In most places in the U.S. a town, village, community, or neighborhood is simply an unincorporated community with no governmental powers. Usually, county governments provide services to these unincorporated communities. Some states do have official designations of "towns" that include limited powers.

Yes the --- New Philadelphia is a nationally significant site that adds to our understanding of racism during the antebellum era. The goal of this interdisciplinary project is to make the story of New Philadelphia part of the national public memory.
This program is a cooperative project between the University of Maryland, University of Illinois, Urbana Champaign, Illinois State Museum, the New Philadelphia Association, and the University of Central Florida. The project was initiated and is also supported by the New Philadelphia Association. Members of the New Philadelphia Association and members of the community have been instrumental in furnishing logistical support for the project

I'd be more inclined to call Philadelphia a city. Pennsylvania is a state. Wynnewood I don't know, but it's not a country, a province or a state.

Philadelphia is one of the biggest cities on the northern East Coast, and also the biggest city in the state of Pennsylvania. It is not, however the state capital, which is Harrisburg.
