It's a joke because powerful countries with permanent seats on the security council don't want it to be effective--otherwise, it could be used against them.

Because their troops are undisciplined and to a great degree untrained. Wherever they go no matter what the autrocity there are other atrocities they have to hide.
I know as a US citizen I have little right to say anything about this. Just an analysis.
