url's are just a handy way of accessing web pages as they use words rather than numbers which are much harder to understand. All a webserver will understand is ip addresses. It is for a name server to interpret the names and provide the appropriate ip. If the name server can't find the ip address then this is what is known as a bad url

Basically it's a web address. If you have issue connecting to a certain website either it's gone or temporarily down.
