Seems to me that it's inappropriate to ask a girl for a thing like her phone number until you've had at least one conversation with her. You'll probably definitively know by the end of the conversation if she's in a position to give it to you.
Think about it- would you want to talk to some random stranger on the phone that you haven't even had one coherent conversation with? Probably not. Unless you have absolutely no life.....

Whenever I am tryin to find out if a woman is available, I make sure to ask various questions that you would expect she would mention a boyfriend during. For example, what do ya do during your free time. From what I have learned they usually will include hanging out with a boyfriend if they are with someone. If there is still some question then the best policy may be just to ask if they are seeing anyone. Make it part of the conversation.

Ask her?! blah blah blah. That's a sure-fire way to get rejected in 2 seconds. Why not be a little crafty and walk up to her, smile ( a smirk would work too) tell her, " How's your evening/morning going so far? Your sweetheart asked me to check up on you." See, there. You broke the ice! One short conversation will let you know whether or not there IS or Isn't a "sweetheart" in the picture. She might ask, " Really?" Or. " How do you know him?" If that's the case, admit that you find her attractive and wanted to find out if she was available. She may find it funny and flattering. If she asks, " Who? or says, " Yeah. Right!" There's your sign! Now was that so difficult? I promise we don't bite... that hard.

You dont wear an engagement ring or wedding ring on your middle finger. They go on the left hand next to the pinky. You could just ask her if she is involved with anyone.

Try talking to her, if that doesn't work try wearing early 1970's High-waisted flared trousers and shirts with 6 inch collars . That normally gets their attention and is a sure-fire conversation starter. To go the extra mile :try a pair of platformed shoes as well.

Sometimes if she is wearing a T-shirt that says,
"I'm available to as for my phone number"
then it is okay to ask.
Other than that, I don't know.
