If the magnet has been close to it for a long time it could cause permanent damage. Some monitors have a degaussing option on the monitor controls. If not, TV technicians have a degaussing tool that may fix the problem.

It all depends on a few things: how bad the damage is, how it was done, and if you have a degaussing tool on your monitor menu. If the damage is severe, and you have a degaussing tool, try it- if it doesn't work, you need to get a new monitor. Fixing damage from magnetics on computer screens that is severe, and not having a degauss tool, it tends to cost more to get it fixed than getting a new monitor.

Degaussing will usually repair the CRT. This is easy if you have the right tools.

It could be fixed, but not very cost effective. In other words, it would cost more to fix it than buy a new one.
