To answer your question about levels. To reach level 3 you must have 1000 total points. If you drop below that you will again be on level two. You may answer and vote on 40 questions a day giving you 2 points and 1 point respectively. Asking questions relieves you of 5 points but you get 3 back when it is resolved. So you need to just answer questions that interest you with the best or most informative answer you can give, that way you can get the 10 points for best answer. You will get nothing but your own satisfaction for reaching the next level and helping others in the process.
