Try a print test and "clean your ink jets" on your printer program. Although you have a new cartridge it may have dried up a bit.

check ur printer ink maybe it ran out of blue if it did then buy some new ink simple mistake happenned to me yesterday only with red ink lol
just go to staples and buy them and put the ink cartridges in......and voila blue will print again

What program are you trying to print from?
Does blue ever print - graphics etc.

Do you have one cartridge for color and one for black. If you do you can try taking the color one out clean the head with alcohol now this will sound grazy but shake it like it was a can. but it back and try again.

I don't mean to patronise, but do you have any cyan ink in your printer? (I will be checking up on this question, so if this is not the problem, add details.)
