I'd be suprised if it was actual stucco, since that is usually just for exteriors. It is probably a "popcorn" or textured plaster ceiling. If it wasn't sealed with paint, you can often spray it with water (quite a bit, to soak in well) and then scrape it off with a putty knife.
If it was sealed, it would probably take you less time/effort to just drywall over it.

You won't be able to remove it very easily.
You are probably better off trying to flatten out the high spots some and laminating it with 1/4" or 3/8" drywall and refinishing and painting that.

Scrape, scrape, scrape. Then skim the entire ceiling with joint compound. Prime and paint.

tear it all down and drywall it again.it is not that hard especial since it is such a small area.get a good self help book like the home depot book and do it.
