the country code of the UK is 0044.
703 doesn't look like a city or town code to me.
mobile phones in th UK usually start with a 07
but when you are calling to a mobile in the UK from another country you have to dial 0044 7 and the rest of the number.
i think that the number given to you is either a mobile phone number or a land line number that start with a 7. if it is a land line, you need to find out the area code of the city or town.
so it will be 0044 area code then the number!

When giving a phone number internationally, the convention is to put in a plus sign to stand for "whatever you need to dial to call internationally". In Australia, it's 0011.
Likewise, if you are giving your Australian phone number to someone overseas, you would give them +61, the second number of your area code and the phone number. As an example, the phone number of radio station 3AW is 9690 0693, with an 03 area code. That would make the international number +613 9690 0693.
