You can take an infant's t-shirt and make a tiered skirt and attach it to the bottom of the shirt - tada! instant dress!
If you join sewingmamas.com, they have a few downloads for things like this, plus many tips on how to make stuff.
You could look at craftster.com in their forums and search on baby dress.
