How about Dorothy and Toto from the Wizard of Oz? That would be appropriate for a church function. As far as that goes, anything having to do with a children's theme would be acceptable. Good Luck! Trick or Treat!

Be a Jack-in-the-box: Get an old box (without a top or bottom), some suspenders, funny shoes, and clown makeup.
Or just be a clown. Or a flower (wear green, and cut out giant leaves and a giant daisy head out of green and yellow poster board. Attach with rubber bands or elastic.)
Be a poodle. Or a cat. Or a queen, like the queen of hearts. Or be Alice from Alice in Wonderland.
Be Cleopatra, a baby/little girl with a giant lollipop, Minnie Mouse, a nurse, a hobo, a disco dancer, that 80's chick from Flashdance, a toy doll, a cowgirl, a police officer, a surgeon, a mime, or an old lady.

Errrr. Maybe a biblical character? Im sure if you read some of the stories you could fine some points that you could use to identify your character. Sorry, Im a bit rusty on who all the females are. *snort* Might be cause the men who wrote the bible didnt think much of women.
Good luck and Goddess Bless!

ahhh I had a great idea before you said it was a church activity... :)
Actually Holloween is a Christian feast. Many people are not aware of this aspect of it.

Your church celebrates Halloween?
That is a day set aside to celebrate the devil.
If that doesn't prove it is all about the money nothing does.
I think a blood sucking vampire would be appropriate.

What kind of church is it?
Seriously, a political character could be fun. A sports player, children's character (Mickey Mouse or something).

I go to one of these every year, and the costume rules apply like at your party. I always just dress like a bible character. I, being male, always chose someone like Noah,Moses, or Joseph. Just pick someone that sticks out to you.

Hallowe'en is not supposed to be celebrated by a church. It is the eve of demons and witches.

Maybe you should look into the origins of halloween and decide whether it is christian or not first.
