Is there a service out there to view webpages offline like AvantGo except compatible with the PSP?

No, not directly without a PC. But you could save the files from your PC to your PSP and view them from the the browser later. For example, if you put the html files saved on your pc to your PSP in the Common folder you can use the PSP Internet Browser to go to that file by going to file://.html
