It means a 40% chance it won't rain.

It means that there is a 60% chance that somewhere in their viewing area a few drops may fall. If it happens to rain where you are then the 60% turned into 100% but in another area it might not rain at all but there was the potential of it raining.

It does not mean it will rain 60% of the day...it is only a probability chart.

The chances of the weather being the same tomorrow as today is around 60% (if I remember correctly).

The weather forecast increases the prediction to around 72% accuracy (which means the weather forecast is only around 12% more accurate than just assuming that tomorrow will be the same as today).

I wouldn't trust a weather station completely.

out of the odds in the air factor, there is a percentage. usually when you see anything over like 65 or 70% it is most likely gonna sprinkle water. less than that, the weather man doesn't want to disappoint you with a non- guessing factor of if its gonna rain or not. so, if it does rain that day.....the weather man will jump on his little bed in his spiderman pj's and say. "hahaha i told you." but if it doesn't rain, he'll say, "i said it was a 60% chance. there is no guarantee."

given the atmospheric, meteorological conditions present...like temperature, barometric pressure, dew point, humidity...in the past...these circumstances resulted in rain [or whatever] 60% of the time....
They are using historical data to predict the current weather..
Kind of like saying that if a baseball player has a certain batting percentage with men on second, one out and playing at home..he has a 30% chance of getting a hit..

Based on past records of days that have similar weather patterns.

That, and if a weather system is moving in that has been producing rain, he can assign a percentage.
