Probably for two reasons:

1. England has a Parliamentary system, a true democracy really as opposed to our two party system. Parliamentary systems can easily dissolve the current government by a vote of no confidence. The opposition party then just forms a ruling coalition with some minor parties to gain a majority of seats in Parliament. The new ruling coalition then votes on a new Prime Minister. In our two party system, the only way to remove a sitting President is through impeachment.

2. Good old Hubris. Bush, unlike Blair, seems to think that he can do no wrong. It will be a very cold day in hell before Mr. Bush does a Richard M. Nixon and waves goodbye from the Marine 1 Helicopter.

He will in 2008. Our system works differently than the UK's. The PM is really just the leader of his party in a system with multiple parties where the party with the most 'seats' in Parliment gets the PM job.

I think he's too arrogant to do so. It seems he's just sitting there defiantly saying, "make me", with his arms crossed, of course!
