Contrary to popular belief:

The first SSN issued was not the lowest number, and the lowest number was not the first SSN. In fact, the first number issued wasn't really the first number issued at all.

The first person can't be tracked because those forms have been kept private, but it was sometime mid-November 1936 when it was issued.

Happened in 1936, a person at a post office whose identity and SSN are unknown.
