I need some advice on stopping the top coat peeling from plastic primer base coat and build up primmer

You did not say what surface you are painting, but if it is plastic, you must make sure it gets cleaned and prepped. Most plastics give off a chemical that makes it hard for paint to stick to it. Go to a good auto parts store that serves the paint and bodyshop industry. They can help you with a plastic prep.

Did you flat the primer with a fine wet & dry paper 1200 or higher to give the paint a key to stick to? and then use a solvent to clean the area first?

check to see if the primer is oil based and if the paint you are using is oil or water based. If the primer is oil based - than the paint needs to be also.

you need to sand down whatever your spraying - and then make sure its totally dry before applying another spray.
