Why on earth would you want to write a letter to so called royalty we are all born equal and to have to bow and curtsey to another human person is obscene so if you have to write a letter to them write it as if you are writing to a member of your family or a friend because believe me they are just as good if not better than 'royalty'.

For more formal correspondence, people write to The Queen with the formal opening 'Madam' and close the letter with the form 'I have the honour to be, Madam, Your Majesty's humble and obedient servant'.

For other members of the Royal Family the formal opening is 'Sir' or 'Madam'. Other people prefer to open their letter with 'Your Majesty' or 'Your Royal Highness' and end it with 'Yours sincerely'.

The answer was quick from the permanent secretary, although a little vague.

Could be a start.
Thing is you dont actually get a personal response, it is usually one of their servants/employees who reply.
I wrote to the Queen as a child, had a reply from a secretarty or someone like it.

Don't want to know why, but try starting the letter with 'Dear xxx'.
