Check your Windows Firewall service. If it is not set to automatic, then change it to automatic. Start -> Settings -> Control Panel -> Administrative Tools -> Services

Go to the Control Panel > Windows firewall and check the settings. You want it set to start automatically.

(Not sure why you want to use it rather than Norton, it's a much better firewall. Just higher maintenance in that it actually works and tells you when stuff is trying to get in or out. The Windows FW only blocks incoming traffic -- sometimes. Be that as it may...)

If the Windows FW won't accept this automatic setting, I would suspect that you have some form of malware that is shutting it off for nefarious purposes. If Norton didn't catch it (no program catches everything), disable Norton AV and try some other antivirus and anti-spyware programs.

Avast and AntiVir are excellent (and free) antivirus.
AdAware, Spybot, CW Shredder and Ewido are good for spyware -- run all three. AdAware,Spybot and CW Shredder are available through cnet.download.com or pcworld.com
You can also try Rootkit Revealer and smitRem
Don't have the URLs for the rest handy but you can google them

Sorry, you will probably never get a response from Microsoft.

Try to go into the Control Panel, and open the Windows Firewall section. See if you can make heads or tails of the Application setting section. Be sure that Internet Explorer is on that list, as well as the email program (if you use one). Then check the connection section.

You can disable this all together, then get Zone Alarm. Visit http://www.zonelabs.com for the free version.

You should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

This double whammy will help keep you safe and running faster

Rather than continue the problems you're having with the Windows Firewall, I'd suggest you download the free version of the Zone Alarm firewall and use that instead of the Windows Firewall. Zone Alarm's free firewall is available at the below link. Good luck.
