Truly waterproof eye makeup is not that easy to find - I have super super watery eyes and it has taken me a while to find stuff that doesnt run!
Shu Uemura waterproof mascaras are in a league of their own when it comes to steadfastness - Length and waterproof in particular, will not come off under any watery situations. Kiss Me mascara (now called Blinc) forms tubes around your eyes, and is also excellent for swimming - but it is a very natural mascara. If you want something more dramatics Shu is the best. For a cheaper alternative, you can try a sealent - Benefit make one called She-Laq, which goes over mascara and eye make up.
For actually eyemake up, cream is excellent for waterproofness. MAC paints last (as long as you dont rub during swimming) as they set after a few minutes.
A primer like Urban Decay Primer Potion is a excellent way to create a long lasting, smooth base which will not run.
Gel eyeliners are very long lasting; Bobbi Browns claims to be waterproof (if runs a little) MAC's Fluidline lasts for quite a long time. Smashbox make a gel eyeliner which is waterproof, and yes, Shu Uemura make a liquid eyeliner pen (black only) which will not move, even after I have had a hot shower, so I think it could withstand a swim.
Kohl pencil tend to run with any watery contact - if you choose a waxy textured one then it will last longer - Stila make a kohl set, with a very waxy texture that will last and not slip.

Hi, the only brand I know which is famous for people who swim and do sports would be Kose Fasio. You can do a search and I am sure more information would be available. It's mascara is really really really waterproof because it's specially designed for people who swim.

Clinique makes great waterproof eyeshadows. As far as mascara, Maybeline's Great lash waterproof has excellent staying power.

The best Mascara in the world ever is called Blinc it coats each individual lash with a fine plastic coating the only way to get it off iis with warm water and gentle rubbing of the eyes and will come off in tiny little tubes! it really is amazing stuff you can purchase it from www.beautyrepublica.com you will never look back!

I'd suggest dyeing your eyelashes/brows, depending on how fair you are. Try Boots for inspiration, I think I use colorsport and it's quite good, but a bit fiddly at first. My advice is to make half the amount they say and use an old washed out mascara brush to remove any excess.
