Yes, it always did. It's just more potent now that the ozone has thinned.

the thinning of the ozone layer makes it much worse. The ozone is a protector and years and years ago before all the pollution the ozone layer blocked most if not all of the harmful cancer causeing rays.
Skin Cancer will continue to get worse as the ozone thins and deteriorates

it only got big when the ozone layer thinned but it could have caused cancer before that too

The sun causes it, but the thinning of the ozone makes it more common.

I imagine it has always caused skin cancer, however, the severity and frequency has increased since the ozone has depleted.

Yes it always has, the rays just keep getting stronger as more and more of our ozone dissipates.
