Because they extend over many hundreds of miles of empty terrain, and it is both difficult and expensive to maintain that huge length.

Corporate greed. Remember, every year that repair is put off, executives reap in more profits. Less overhead. That means another yacht for them, their children can go to an even better university, they can but a few more luxury model sedans, and they can join a few more country clubs. All at our expense! Isn't that a sweet deal!

I doubt they were "allowed" to fall into disrepair. I'm guessing they discovered one problem and one at a time they discovered it was much larger than ever expected.

the test they used to determine if the were in disrepair we bad so everytime they did the tests it came out good so they thought they didn't need repairs

It would be hard to understand the reason by simple "laymen" about the TREMENDOUS amount of greed by CEOs and their henchmen. It would cost millions to repair but their greed is so great that they would rather let things go just to keep the money in their stupid pockets.

Lack of regulation and government oversight. And some people want less government oversight of corporations, go figure.
