I am not sure what ACC means. Your cabin filter is the one that filters the incoming air that is used by your ventilation system (vents, air conditioning, heater, defroster, etc) That filter is designed to reduce pollutants in your vehicle interior. The cabin filter is someone new, but is growing in use. Your owners manual should give you a recommended change interval. Some are very easy to change, some are harder. A plugged on will reduce your air flow, but won't affect how your vehicle runs.
