When a person is blind, sometimes (maybe always?) the pupil of the eye doesn't contract normally when exposed to bright light like a seeing person's pupil does. This allows too much light into the retina of the eye, which causes damage to the retina. I'm not sure, but I would assume, that this causes pain and discomfort.
It also serves to hide their eyes from people who are uncomfortable with their gaze, and to signify to others that they are blind, but I'm not sure that either of these is a motivating factor for wearing dark glasses.

If they do wear darker glasses, it is because they have sensitive eyes. I know it may sound funny, but just because they're blind, does not mean that the sun does not bother them. Also, this goes along with what some others have said about their eyes looking different---blind people's eyes tend to be lighter colors, which makes them more vulnerable to the sunlight.

I have been teaching blind students for about 7 years. These are some of the reasons I found out from them:
a) some are photophobic and are therefore affected by the gaze of light.
b) some wear them for cosmetic reasons, just like anybody else.
c) some of their eyes are deformed so it is a way of hiding them and improve their image or outlook due to society's negative attitudes towards them.
d) some do not want people to know straight away that they are blind because of the above reason, that is, negative attitudes or to avoid being discriminated against in some instances just because some one quickly realises that they are blind and they stereotype them that they are not able to perform.

because some blind people's eyes dart about and look in a lot of different places at the one time (even though they cant see, their brain thinks that they can )

Sometimes their eyes look different, and they don't want people to become distracted by them. Also, it can identify them as being a blind person, and people will help them if needed.

To conceal their eyes. Many blind people have normal looking eyes but some have disfigured eyes or no eyes at all.
As the rest of us find this appearance unsettling they choose to conceal their eyes to spare us the discomfort of seeing them.
