I don't think so. The new message of the Republicans is much weaker - by necessity. Now they're forced to claim we're "safer, but still not safe."

This is a pretty feeble line, but one they had to take since to say we weren't safer would show that they hadn't been effective, but to say we were safe would eliminate their winning formula.
