I need to know what movie contains a scene with a bunch of Japanese people in a helicopter, and there are many anti-japanese remarks made throughout the movie. (I do not agree with this- just need the title) It says "little tiny" in it quite often.

This was supposed to be a funny movie... maybe something by mel brooks? Something in it was someone saying "they have little tiny eyes and they do little tiny things"AGAIN I dont agree with this.

Maybe you're thinking about Woody Allen's "What's Up, Tiger Lily?". It was a low-budget 60's Japanese spy movie that he re-dubbed with comic dialogue.
