Is it attitude or knowledge of specific minimum of hardware/software packages? How should a tech-savvy teacher create lesson plans? What is the mix of off-the-shelf apps, teacher-created projects/apps and traditional media (books etc.)?

A tech savvy teacher is one who is comfortable with a wide variety of hardware and software, and integrates it into lessons frequently in the classroom. A tech savvy teacher may not have all the answers but knows how to find the answers. A tech savvy teacher encourages and promotes creativity and ingenuity using technology. Lastly, a tech savvy teacher will be one who has a variety of technology available in the classroom, either through individual personal purchases, grants, or donations because the tech savvy teacher knows that hands-on access is the only way to become fluent with technology.

Savvy? I think its a matter of confidence. If something goes wrong, or if you are running a program and get stuck, that you can keep at it , not worrying about the time it takes to fix the machine or solve the problem...and you don't ask for help...you just fix it and solve the problem...if you ask for help its got to be from a super geek...you see... You have a bond with your computer....it's like an alter ego...an outer brain. As for me, I am not tech savvy...my problem is that I get stuck in the maze and I give up...I call someone for help...which bumbs me out...it just seems like it takes too much of my precious time and I get frustrated and shut the sucker down..I wish I were tech savvy...but I never had much luck with the violin either.

It is a mix of attitude and knowledge. I had to go through a class called "Intgrating Technology in the Classroom." It gave an overview of the basic programs used in education: PowerPoint, Word, and Excel.

I constantly use technology in my classroom. Teachers who do not have a tendency to "lose" students who are used to a constant data stream.
