Heh, heh, heh.

There's undeveloped land in the middle of Phoenix!

Plenty of it around, although it has been built up in the past 15 years.

Arizona is a big state and there is still a lot of undeveloped land. But if you are specifically asking if there is any 'cheap' undeveloped land... that is another story.

As one of the fastest growing states in the US, real estate and land speculation is a big game here with many people in the buying and quickly turning around houses or land they think may be selected by developers in the near future. This has led to skyrocketing land and house values over the last few years. As a result, any land or property that has much value or is likely to any time in the near future is already going to be pretty expensive. Good luck making short term investments with anything less than a few hundred thousand dollars to play with.

If you get way way far away from cities, roads and facilities out in the middle of nowhere you can still find large parcels of land that are still pretty reasonable on a per-acre basis. But any land that is likely to be developed in the next 10-15 years is probably already priced accordingly.
